RECOMMENDATION
Refuse for the following reason(s):-
1. It is considered that there are no very special circumstances, in this instance, sufficient to outweigh the harm to the Green Belt by virtue of inappropriateness and any other harm. The proposal is therefore contrary to the guidance contained within Planning Policy Guidance (PPG) 2 - Green Belts.
2. The proposal would result in visual intrusion into an attractive rural area to the extent that there would be a significant degree of harm to the character and appearance of that area contrary to the guidance contained within Planning Policy Guidance (PPG) 2 - Green Belts and policy E52 of the Wakefield Unitary Development Plan First Alteration.
3. Because of their scale and appearance, and the movement of the blades, the turbines would appear intrusive and oppressive in the outlook from nearby properties to an extent that would cause harm to the amenity of residents contrary to the guidance contained within Planning Policy Statement (PPS) 1 delivering sustainable developments, PPS - 22 renewable energy and policy E52 of the Wakefield Unitary Development Plan First Alteration
